NO2406 : Are these counters?

taken 7 years ago, near to Falkland, Fife, Scotland

Are these counters?
Are these counters?
At the top of the last set of steps on the path from Lomondside Cottage to the summit of East Lomond NO2506 : Path past Lomondside Cottage, Falkland are these two grey boxes mounted on posts. They face each other exactly across the path and I can think of no other purpose than that they are infra-red counters to record the number of people who use the path. There are similar devices elsewhere in the park.
